In 2007-2008, private school tuition was an average of about $8,500 per year, according to this. For nonsectarian private schools, it was about $17,000. The $6,500 Wisconsin would hand out would pay for the average Catholic school tuition, which was about $6,000. 
So this money would help send the poorest kids to religious schools (no First Amendment issues there!), and the middle-class kids whose parents can make up the difference can go to more elite private schools than they might have otherwise. Public schools can become a ghetto for the kids whose parents don’t care enough or have the wherewithal to get the voucher money and those who get kicked out of private schools for behavior problems. That will sure help those kids stuck at those schools! 
Pretty sure I can still oppose vouchers.

— GOP seeks to expand vouchers in MKE which has some pretty exquiste pockets of poverty
